The story starts with an unknown newcomer in a sprawling city split into districts, markets and docks, each with its own rival groups. Influence grows through missions, talks with factions and planning rather than mayhem. Driving cars and bikes fills the gaps between quests, and free roam lets you skip the campaign entirely. Stats, resources and unlockable skills mark progress. Hidden locations reward wandering. Its tone is a slow climb through the ranks, so players wanting constant combat will find little of it.
